Examina el estatuto que proporciona la "defensa sin causa suficiente" intentando evaluar si Ã©ste es ambiguo al definir la frase. Analiza la historia legislativa de la frase en la ley de respuesta ambiental general, de compensaciÃ³n y responsabilidad (CERCLA) de 1980, y la Ley de enmiendas del superfondo y reautorizaciÃ³n (SARA) de 1986. Analiza los casos que interpretan esta frase y concluye que sus fundamentos son inadecuados. Propone la revisiÃ³n de la frase y la adopciÃ³n de una interpretaciÃ³n de las dos partes
